Oil exports.


нефтьPractically everyone in Russia knows that the amount of produced and sold abroad oil is directly related to the welfare of our country. When you begin to ask specifically about this a strong "connection", few can clearly explain the practical correlation between oil supply and budgeting. 

We will try to disclose this relationship step by step. The sale and delivery of oil in another state it is set to export customs duties. Export customs duty - this is a compulsory payment that is then taken to the Federal budget. Rate, i.e. the size of the export customs duty is not taken "from the ceiling". In the Russian law "On customs tariff", feature article 3.1, which defines the procedure for the establishment of rates of export customs duties on crude oil and certain categories of goods produced from oil. First of all, the government of the Russian Federation establishes special formulas for calculating the rates of export customs duties, which must be taken into account the average price of crude oil "Urals" on the world markets of crude oil. As a measurement taken it "Urals", as this is the main Russian export brand oil mixture. Further, according to the calculation formulas are calculated based on the rates. Does that not just anyone, but specially authorized in this calculation is the Federal body of Executive power. This competent authority is the Ministry of economic development of the Russian Federation. It is important to note that the rates are calculated 12 times per year, i.e., for each calendar month and shall apply from the 1st of each month. Currently, for all calendar months per the period from January 1 through December 31, 2015, inclusive, has approved the following method of calculating the rates of export customs duties on crude oil : 

 Rates = 0,42 x (Value oil  - 182,5) + 29,2 

As can be seen from the formula that, the smaller the value of the export of the brand in the foreign market, so, consequently, will be less the export customs duty rate. 

For 3 winter months (December 2014, January, February, 2015) the rates of export customs duties on crude oil are: 

 1) 1 through December 31, 2014 - 277,5 USD per ton; 

 2) from 1 to 31 January 2015 - 170,2 USD;

 3) from 1 to 28 February 2015 - 112,9 USD; 

Oil exports from Russia in January - December 2014 amounted to $ 223,415 million tons.

According to the Federal Customs Service, FCS order № 1860 from September 24, 2014 December 15, 2014. begins to apply the new procedure and form of submission to the customs authorities reports on the activities of the customs representative. Free port - a free-swimming!

Vladimir Putin, in his message to the Federal Assembly, proposed to grant Russia the status of a free port, with an attractive, lightweight mode, as is done for Sevastopol, as well as other ports in the Crimea. The free port assumes a special simplified procedures of customs control. According to the Federal law of the Russian Federation of November 29, 2014. No. 377-FZ "On the development of the Crimean Federal district and the free economic zone on the territory of the Republic of Crimea and cities of Federal importance Sevastopol", on the territory of the free port applies the customs procedure of free customs zone. In our opinion, the acquisition of Vladivostok status of a free port, can really accelerate the positive logistics processes in the area of advanced development, as the far East. According to the content of the customs procedure of free customs zone, the goods are placed and used within the territory of FEZ or part thereof without payment of customs duties, taxes and without applying non-tariff regulation in respect of foreign goods and without application of prohibitions and restrictions in respect of goods of the customs Union.
