Practically everyone in Russia knows that the amount of produced and sold abroad oil is directly related to the welfare of our country. When you begin to ask specifically about this a strong "connection", few can clearly explain the practical correlation between oil supply and budgeting.
We will try to disclose this relationship step by step. The sale and delivery of oil in another state it is set to export customs duties. Export customs duty - this is a compulsory payment that is then taken to the Federal budget. Rate, i.e. the size of the export customs duty is not taken "from the ceiling". In the Russian law "On customs tariff", feature article 3.1, which defines the procedure for the establishment of rates of export customs duties on crude oil and certain categories of goods produced from oil. First of all, the government of the Russian Federation establishes special formulas for calculating the rates of export customs duties, which must be taken into account the average price of crude oil "Urals" on the world markets of crude oil. As a measurement taken it "Urals", as this is the main Russian export brand oil mixture. Further, according to the calculation formulas are calculated based on the rates. Does that not just anyone, but specially authorized in this calculation is the Federal body of Executive power. This competent authority is the Ministry of economic development of the Russian Federation. It is important to note that the rates are calculated 12 times per year, i.e., for each calendar month and shall apply from the 1st of each month. Currently, for all calendar months per the period from January 1 through December 31, 2015, inclusive, has approved the following method of calculating the rates of export customs duties on crude oil :
Rates = 0,42 x (Value oil - 182,5) + 29,2
As can be seen from the formula that, the smaller the value of the export of the brand in the foreign market, so, consequently, will be less the export customs duty rate.
For 3 winter months (December 2014, January, February, 2015) the rates of export customs duties on crude oil are:
1) 1 through December 31, 2014 - 277,5 USD per ton;
2) from 1 to 31 January 2015 - 170,2 USD;
3) from 1 to 28 February 2015 - 112,9 USD;
Oil exports from Russia in January - December 2014 amounted to $ 223,415 million tons.
